USPA NEWS - The French Minister of Culture, Roselyne Bachelot-Narquin, welcomes the publication on November 15 of two decrees instituting emergency aid for the benefit of press titles recognized for political and general information (IPG) particularly affected by the consequences of the health crisis. They concern, on the one hand, the publishers most weakened by the judicial liquidation of Presstalis and, on the other hand, overseas titles. These exceptional measures, the appropriations of which were voted in the third amending finance law for the year 2020, are part of the "press" sector plan desired by the President of the Republic. They complete a first decree, published in the Official Journal of August 15, providing exceptional assistance to press distributors. The decree instituting exceptional aid, for a total amount of 8 million euros, to the publishers most weakened by the judicial liquidation of Presstalis is aimed at IPG publishers eligible for aid for pluralism (aid for daily newspapers and with low advertising resources) or with high sales amounts of less than 5 million euros per year. Aid recipients were to be distributed by courier by March 12, 2020.

The decree instituting exceptional aid, totaling 3 million euros, to overseas publishers benefits all IPG titles, printed or online, from overseas. Given their specificities, these publications are in fact facing a particularly difficult situation. This measure aims to preserve the access of the inhabitants of Overseas France to a pluralist press, an essential element of freedom of information, the quality of democratic debate and social cohesion.The aid will be paid to their beneficiaries in the coming weeks. The Minister of Culture remains fully mobilized to ensure her support for the press sector in accordance with the commitments made by the President of the Republic.
